Yes, of course you can copy plug in settings to the library, then open it elsewhere, but there are lots of cases where you are tweaking EQ, and you need to apply those settings to one or more additional channels, and you don't really need to make it a library entry. Where you are doing tedious trial and error EQ, it's way too slow to move every try into the library, then name it. Later, rinse, repeat.
Could we have a simple, quick method of right clicking to copy all plug in settings and then pasting them into another channel?
This is a common feature on digital hardware consoles.
