Where does this field get its data from.
At the moment in NZ it is 2019/01/01 17:18
The time and date in Notes is 2018/12/31 15:22:01

Seeing as it's part of the unique Project data, it will vary from Project to Project, much the same as the date shown in the main Settings > Project > General, although there doesn't appear to be any connection between the two.
The date in the Settings appears to be that most recently entered by the user (in any Project). The date in the Notes Tab appears to be when the Project was last saved, although it doesn't show the change until you close and re-load the Project.
