Is there a default for CD Markers when no default is selected in the CD/SACD settings?

I am finding that when I place CD marks, they randomly land either before or after the cursor. This was not so in v4.3 as I recall. What's up?

While we wait for v5's imminent availability, is there a way to turn off the auto-scaling waveform? Sometimes it's a blessing. Other times...well, sometimes no matter what menu item I choose, I cannot revert to non-auto-scaling. This is in v4.3.2.
